The answers are already in the lease.

The Rating and Valuation Department sent about 390,000 requisition forms in August, each due back within 21 days. For a landlord or property team, most of what Form R1A asks is written in a tenancy agreement they already hold. Here is a workflow that reads the lease into the form and leaves the decisions with a person.

A requisition form asks for facts. The facts sit in a tenancy agreement. The slow part is reading one into the other, unit by unit.

The department already makes the job easier. There is an electronic form, a QR code on individual forms, and a published set of 48 questions and answers on filling it in. Those answers are precise. A rent-free period is entered as its length. A renewal option at the same rent is written out with its term. A tenant’s break clause is ticked as the tenant’s, with the notice in months. That precision is what makes this a good first AI task. For a property team holding dozens or hundreds of units, the reading is repeated, the source is a document they own, and the output is checked by someone who signs it anyway.

21 calendar days from the issue date. An extension has to be requested in writing, with reasons, inside the same 21 days (Q13).

Browser-only simulation with fixed text and fixed rules. No model, document or government system is connected, and nothing is submitted. Changing the tenancy, the issue date or a confirmation clears the sign-off. Form item numbers differ between the R1A variants, so entries are named by field.

Every entry carries its clause.

A proposed rent with no clause beside it has to be checked by re-reading the lease. A proposed rent with clause 3 beside it is checked in a glance. The reviewer’s time goes to the entries that need it.

The route is a rule.

RVD’s answers say the electronic form does not take a wrong address or description (Q5), a demolished property (Q14) or a tenement let for only part of the year (Q16). It does take a flat split for letting into no more than 9 portions (Q17). Those are conditions to test, and I would write them as code. A model is the wrong tool for a sentence that already reads like an if statement.

Stop where the published answer stops.

Q31 covers a landlord who pays rates and management fees and a lease that says nothing about Government rent. Tenancy C splits the costs differently. The workflow flags the gap and names it. It does not stretch the nearest answer to fit.

Keep proof that it arrived.

For a form sent by post or by hand, RVD generally issues no notice of receipt unless one is asked for in writing at submission. For a team returning a batch, the return pack includes that written request. It is one line, and it gives the team a record that each form arrived. 1823, RVD answer on returning the form.
